The workshop is part of the EU-funded project Technical Assistance for
the African Forum for Utility Regulators.

The Africa Progress Report 2015 estimates that investment of US$55 billion per year
is needed until 2030 to meet demand and achieve universal access to electricity.

Attracting this amount of capital is a huge challenge. Hence, creating the right
investment climate is one of the most important tasks for African regulators.

Among the necessary conditions for a good investment climate are transparency,
establishment of multinational markets and creating trust in the regulatory framework
for the electricity supply industry.

Regional regulatory associations can assist with the promotion of these elements by
furthering exchange of knowledge and promoting harmonization of rules.
